There were a two foreign staff employed at Colegio Peruano Britanico at the end of my tenure who were basically tourists off the street. Meanwhile two PhD qualified teachers who were outstanding practitioners were... You couldn't receive an exit VISA to leave Peru for holidays etc until the last day of term at Colegio Peruano Britanico, when you had to prove you had completed your reports, handed in lap tops and conducted various other tasks...
