Transfer Certification from Washington D.C. to California

Good afternoon, everyone!

My husband and I recently obtained our Washington D.C. teaching certifications via the Teach-Now online program, and now we would like to have them transferred to California. Specifically, we do not want to worry about acquiring / documenting PD while abroad. Do any of you have advice on how to complete this process?

You have some work ahead of you. To apply for the CA CLEAR credential, you will need to do the following.

1) You will want to schedule and add the DC ESOL endorsement by completing the PRAXIS ESOL test (0361) as well as the requisite PLT exam. CA requires OOS candidates to qualify for a CLAD authorization and the only way to meet that requirement OOS is to have an ESOL endorsement or credential.

2) Two years of post certification teaching experience at an accredited IS. It need not be a US accredited IS but it will need to be an Ofsted or IB inspected/authorized IS.

3) Very likely you will need to complete a Masters degree. CA has a couple of other options, but they do not accept out of state non-registered professional development, and few people have the 150+ hour bachelors degree. The only other option is a Masters degree.

Essentially you want to avoid receiving a preliminary CA credential at all costs. It would essentially require you to complete an induction program at your own expense which is the equivalent of completing another EPP/ITT program.

That is a lot of work, another option is to pursue a NJ credential. All NJ credentials are lifetime credentials that require neither PD nor application. You are eligible now for the CEAS (professional grade) credential and the eligibility requirement for the standard (advance grade) credential is 2 years post certification experience. This would save you the coin and resources of completing masters degrees and the ESOL endorsements, however you can not obtain the CEAS and then transition to the Standard credential OOS.

CA however is the gold standard in US based IE.

1) We have already taken the PRAXIS ESOL test 5361 as well as the PLT: Grades K-6 and each have a current DC ESL endorsement.

2) We are currently teaching and will have two years of post certification teaching experience at an accredited IS in approximately two years. :)

3) We both already hold Masters degrees in education.

It sounds like we just need to wait two years then. Thanks so much for your help!!

That is it, you can request your fingerprint cards for your CRB check and get those done at your leisure over the next two years.

I take it you are both primary/elementary ITs? If you want the CA single subject credential in ESOL (ELD) you will need to take the PLT 7-12 exam (0624).

National Board Certification will also allow you to clear a CA credential without all the beginning teacher induction paperwork. You have 5 years to clear the preliminary credential.

National Board Certification will also fulfill the requirements for obtaining the CLEAR credential OOS. Its also has very poor utility, while its better than just doing induction a Masters has real value, and even something like doing 9 IB workshops would have better utility.

I really disagree with @nathan61 there isnt a reason to get stuck with the ticking time bomb of a CA preliminary credential.
