Skype v. Vonage

Hello!
I'm clearly new to this. :)
So I'm moving from the US to Eastern Europe and am unsure about the best way to keep in contact with people from home. Skype is cheaper, but Vonage essentially provides me a US number that people can call as if it's' local and doesn't require the other user to be at or own a computer. (i.e. grandma)
I wonder though if it's really legal to use Vonage like this?
Does anyone know anything about this?
