Certificate of Eligibility

Hello,
I previously was certified in the state of Georgia(USA) through a masters program at university. Before my 5 year certificate expired I went through the recertification process. However, the certificate I received is a 'Certificate of Eligibility.' On the certificate it clearly states that is is not an educators certificate and if I want to receive one I have to be employed by a school in the state of Georgia. I have never taught in the states and I do not plan to return. I am currently teaching at an international school in Korea(with vigorous accreditation).
Will a 'Certificate of Eligibility' be enough for schools in Asia(China/Korea/Japan)?
Can I use my expired certificate as evidence of certification?
If no, which route would be the cheapest that you would recommend to get recertified?
