Hello,

I previously was certified in the state of Georgia(USA) through a masters program at university. Before my 5 year certificate expired I went through the recertification process. However, the certificate I received is a 'Certificate of Eligibility.' On the certificate it clearly states that is is not an educators certificate and if I want to receive one I have to be employed by a school in the state of Georgia. I have never taught in the states and I do not plan to return. I am currently teaching at an international school in Korea(with vigorous accreditation).

Will a 'Certificate of Eligibility' be enough for schools in Asia(China/Korea/Japan)?
Can I use my expired certificate as evidence of certification?
If no, which route would be the cheapest that you would recommend to get recertified?

The type of certificate you hold does not authorize you to provide instructional services, it is not a professional credential. You cant use it as evidence of a credential because its not a credential.
There are ISs that this will not be an issue for because credentials arent a priority or concern for them in general (there are ISs that dont care as long as you have a degree, and there are ISs that will want certificate but they arent concerned with the validity or appropriateness of the certificate as long as its "looks" okay).

You will need to be more specific about "cheapest"?
Strictly, in regards to the coin, the UT APT level 1 credential (entry grade) is a few hundred USD for the application fee, CRB and PRAXIS exam. This is a 3 year credential and is renewable. However, if you have 3 years experience the HI standard credential (professional grade) is a 5 year credential that is renewable, has higher utility and is faster (no testing or CRB) but has a higher long term cost. Once you obtain the HI standard credential you could transition to the NJ Standard credential which is a lifetime credential that does not require PD.
Depending on your academic preparation and teaching fields QTS is also a lifetime option (free) to consider with either the HI credential or with your prior GA credential assuming it is still unexpired and valid.
