New Social Insurance / Tax in China

I seem to remember reading about a new tax / social insurance in China. Can anyone tell me about that? What percentage is it? Got an offer. Trying to work our what's left after tax (nobody has mentioned this new tax).

Beijing, tax is still up in the air I was told so most have not started paying it... Headed to Beijing, and it has not been discussed

Theoretically it is in effect, but whether they are actually enforcing/collecting it varies from province to province.
Shan gao huangdi yuan.
I am currently paying it as of this year.
