Map software for devices like Garmin, etc are horribly out of date and the best map updates you would need to get locally anyway. Most people myself included just use Google maps or other mapping application on their iDevice. Many of the better ones are crowd sourced apps anyway.

You can buy GPS's in China at electronics stores like DaZhong. If you purchase a cell phone plan (rather than the scratch off pay-as-you-go cards) you can use the GPS or apps from your phone. Our GPS had characters, Pinyin, and English and worked fine--although sometimes we had to work out the Pinyin of a name and the spelling before the GPS could find it!
