I'm in Bahrain,
Apart from the heat, the country is dog friendly.
No issues in bringing dogs in, but it was expensive to air crate my dog.
Walking is fine on the roads if you are out of the city.
There are kennels, the shops sell a range of dog food etc. It was easy to find a maid that would look after him in the day/holidays
Often see owners walking their dogs at dusk when it's cooler.

Quito was very dog friendly, as was the climate. I lived near an enormous wooded park where dogs were allowed off-leash once you were away from the playgrounds and parking areas.
