I'm hoping by "workers" they actually mean laborers, as KL is pretty high on my list of places to go next.

Does anyone in Malaysia know if this will affect international teachers?

Unless your an urgent hire departing now, and your visa has been issued or in processing, than its not an issue. They dont care about ITs going to western ISs, and any delay/freeze will be resolved in plenty of time before departure for 16/17 academic terms.
If your and ET in the middle of a visa issue your going to have a delay but arent going to have to leave while your visa is in the process of processing.
