The closer the non canadian education/training path to credentialing is to the certification path for the Canadian province the offshore school uses for its curriculum and diploma granting authority the easier and more likely the offshore school is to be interested in hiring a foreign teacher. the less congruent the train/education path, the less (and quickly falling) the offshore school is to be interested.

I was unaware that offshore schools were now allowed to hire non conforming credentialed teachers into their programs. How new is that and is it limited to a certain provincial authority or nation (Canadian) wide?

At this point I'm not going say anything more, because I don't wish to become a 'source' of misinformation, and frankly, I don't know much more than I've said. That said, I don't think much has changed and any non-BC/Canadian teachers would have to be (as they currently are) signed off by the Ministry of Education in BC on a case by case basis.
