Teaching Programs

I'm teaching at an international school in WE. My husband came over as a trailing spouse with both of us thinking he'd be able to find work where we are at, which hasn't happened mainly due to work permit difficulties (we're both American). Anyways, he has a Master's degree in IT (Information and Security Assurance, but not a lot of experience as we moved 2 years after he got the degree). We're thinking about having him get certified as a teacher so that it expands our options as ideally we'd like to stay in Europe. What are the quickest teaching certification programs, preferably online?

TeachNow out of DC (don't have to go back to take tests) and TeacherReady out of Florida (have to go back to take tests).

TeachNow 6,000 USD for the one year program.

Teach Now and Teach Ready as well as programs like a PGCEi (skills based pathways) really depend on what the access to a classroom is like. I wouldnt recommend Teach Now as their field experience is 3 months and if visa issues are a problem now they will remain a problem having your spouse in a classroom for three months. Teach Ready (Florida) is only 5 days which might be easier to get by with from a visa position. A PGCEi (some of them at least) dont require an field experience at all, so you dont need a classroom. All the programs take about a year and are roughly USD$6K.

The other option would be an assessment based option either Utah (UT) the level 1 ATP (entry grade) credential or Massachusetts (MA) provisional (entry grade) credential. The bigger issue is what would your spouse want to teach?
Something like ICT (Computer Science/CSCI or Engineering/ENG) or something like maths? If your spouse wants something like ICT than UT has a lot of specific options the most marketable being Computer Science 3 requires 3 industry exams (he may have already taken). If Engineering theres again another industry exam. UT only allows one single certification area for this credential, so your spouse would have to make a choice. MA would be somewhat easier, as they only have two appropriate credentialing areas. CSCI and ENG and your spouse could get both. There is no content test, but would require a competency review, likely from a review of his coursework done for his Masters. It would require a single communication literacy exam, which unlike the professional exams above your spouse may have to travel to take.
The UT credential is 3 years renewable, the MA credential would effectively be a lifetime credential which would never (as of now) need renewing. The costs are minimal, the main difference is testing, UT potentially has a lot more tests and thus fees, but the cost of traveling to do the MA exam could easily be the more expensive of the two. The application fees are comparable (about USD$100).

Which pathway really depends on what your spouse wants to do and where to go and how much to pay for it? The advantage of the Teach Now and Teach Ready programs is that your spouse would be able to get QTS with them and then with their masters degree wouldnt have to worry about PD in the future while having a lifetime professional grade credential.
