My issue with the scenario is what does the asking in advance really get you compared to the risks. There are some risks, and if the answer is yes great, but it would have also been yes when you arrive, and you mitigate those risks. If the answer is no, it might have been yes when you arrive, and you still have the risks. Unless the issue is of such importance that the IT would withdraw their contract acceptance, the risks just arent worth the benefits. Its so much better and to your advantage to ask for something in person when the IT your asking knows you a bit.
Further there are a lot of music ITs that would consider "my son is passionate about the cello and we are wanting to reassure him that he'll continue to play by helping him understand what is offered" as asking for special consideration or thinking 'special snowflake' syndrome.

So to sum up, if you are going to the kind of school that hires people like PsyGuy, don't email. If you are going to a school that hires professionals, go ahead and ask.
