They were working at the Horizon International School in Yangon. Although this tragic incident happened in November, it just came across my feed. Interpol has finally issued a notice. We should be aware as he's probably working in some bottom feeder language institute in SE Asia. So sad and tragic!

Sounds like a lot of expat stories coming out of SEA. What makes this one different is that the victim and suspected perpetrator are both licensed educators. If they were Russian businessmen, career backpackers, or washed up junkies it might make more sense. Hope they catch the guy, though, it's been demonstrably easy to 'disappear' into the crowds of Thailand, Cambodia, and Vietnam for decades.

Understand that the judicial system in Thailand is one big huge bureaucratic mess. My understanding is that the Thai police submitted a "wanted" request to IP and on the basis of that IP issued a Red Notice (which while NOT an international arrest warrant, is generally respected as such by member nations), however a judge had not actually issued an arrest warrant, and Police Scotland can not act without an actual warrant. A "want" is equivalent to a constable approaching a Mr. Smith and saying "Mr. Smith wed like you to come down to the yard and answer a few questions", which Mr. Smith is entirely within his rights to ask if hes under arrest and if not, than he can say no. Which if you have a warrant makes the whole conversation moot, questioned or not you are made arrested.

Myanmar, not Thailand. Apparently he's on the run again.
