The biggest impact is going to be a slow down in new ISs which is going to slow down he demand for new ITs. Aside from that I dont see a problem so what if ISs cant name an IS after foreigners, they will just pick something else. As far as curriculum is concerned most of the ITs that are going to be marketable in this space wont care what objectives check list you give them, or what you want them to teach. Some history/social studies/humanities ITs might have a few moments of pause, but these ISs will likely get a local to teach anything "political".
