Definitely a perk, but only if you choose to participate. However, if it is mandatory, then that is comp. However, if it is mandatory, yet you choose not to participate, then it is a "perk."

Most of those recruiters that push their perks, dont have anything more substantial to take note off. Many, many, many ISs cant compete with elite tier ISs, they also know that many of them within a given location are very close to each other in what there comp is. If they added a few coin onto their salary it would be less impact than using that coin to itemize a perk. The reason for that is that with entry level ITs they value a convenience more than a trivial amount of coin. When salaries get to between 5% of competing ISs, the IS with more convenience benefits/perks looks better and a stronger IS than the one that just puts the coin into salary.

Not a perk, but two things. 1) If you can do an easy costume and something like that earns you some political currency with leadership, that could have value. Ive found that leadership that cares more about image types of tasking are a lot easier to please than those that are more focused on curriculum and performance tasks. Could be a Resigo Effect.
2) While only related, staff/faculty dress code can be a big issue with some ITs.
