Best Colleges for online courses

I'm going to be in Korea next year. I'm looking to start either my 2nd Masters or something post-Master's certification. The degree/certification will either be as a Reading Specialist or Educational Technology. I'd like to find out who might have the best online programs for this?

Master of Arts in Educational Technology (MAET) from Michigan State University (MSU) is a 30-credit course. It can be done fully online and is nationally accredited. A friend of mine did this and found it quite useful. The tuition is a bit expensive (about USD 800- per credit hour, I guess). Click on this link for more details.

Alternatively, you can do an inexpensive (also nationally accredited) master's online from Indiana uni @ Bloomington or one from Kansas state for about 15k.

MET at the University of British Columbia. I thought it was $12,000, but that may be for Canadians (and I may have miss calculated anyway).
