The way it works is that around November 15th existing employees will request a transfer to their preferred school. After the internal transfers are completed, they will post the remainder of the openings on the QSI website. This will be the time to get hired because there are a lot more locations to choose from and if you meet the need you shouldn't have any problems getting a location you choose from their site. These prime locations do not last though as this is when many new hires try to get in. As the time goes on and they fill jobs the ones that are left are in undesirable locations. Currently there are on positions in China and Kazakhstan. While in Jan. when the new openings were posted there were positions open in places like Italy. They only lasted for about 2 days though before they were filled. November is still quite early in the school year when internal transfers take place, so prime locations that were open after that were generally due to teachers giving notice of intention to leave after the November deadline. Being internal transfer have already taken place they are not available to existing teachers. Hope this makes sense.

It does, thank you. So their hiring period is roughly December-February, correct?

Won't be getting my certification until December, but QSI seems like a reasonable option (depending on placement) for a first IT posting

Just want to add my perspective to the placement discussion. Others have said they "save" choice locations as a "reward" for transferring staff. This is not true at all. They do transfers first, so yes, the good locations usually go first. However, if a good location is available when you're hired, they will place you there. You do have to ask! They will try to push to a -stan to fill those hard to fill positions, but if you have checked their website right before your interview, you can request any of the positions available and they will most likely give you what you ask for.

Just to repeat, there is no policy about "saving" locations as rewards. I guess you could consider it a "reward" that you get transfers before new staff is hired, but that just seems like logic. And finally, as others have said, QSI is not at the top, but as a newbie just getting licensed as a teacher, you could do worse. You will get what you're promised (but nothing more).

QSI offers preference and premium vacancies to its internal staff first. Typically ISs ask for intent letters in October/November. They base their on those numbers and QSI is no different, in that they recruit with the start of peak season in January-February.

It is completely false that QSI doesnt save positions, all the arguments under emphasis the practicalities of their staffing system. The premium school vacancies are fewer since there really isnt anywhere to go upward, and there are many internal candidates who want those positions. Its not like theres an Italy vacancy and no one in the Stans doesnt want it. So those positions get absorbed internally. So yes they are saved for internal placement and your going to likely have to do a 2 year tour in a hardship location before you can have the opportunity for those premium positions.
Having a "policy" doent change any of that either. Internally there are far fewer premium vacancies and many more candidates who want to transfer into those premium vacancies. Again, there isnt just one person that wants that vacancy in Italy, so QSI awards that vacancy as a "reward" to the most deserving.
QSi also uses its premium schools as bait, posting a vacancy and then when applying pushing for a hardship vacancy, claiming that the premium vacancy is still recruiting, with an indefinite or undetermined appointment date, and claim they have a lot of applicants to screen. At which time a suitable vacancy that you are qualified for but at a hardship location may be filled.
