Usually, yes. There's no real other objective way to measure them.
As for your comment, "I was recently offered a job by a school I have often seen in lists of top schools on here. . .I was very surprised that the package offered was less than many other schools in the same city.". That's because admin have been known to use this site to talk up their school. Take what you read on here with a large pinch of salt.

No, it's probably more about the country and the quality of school. I (for example) have no real wish to live in China as I value the health of my lungs. I might be coaxed over there by an exceedingly large salary. Admittedly the kind of schools that pay those kind of salaries may have no wish to employ me, but nontheless, the only schools that would take me to China would be one that offered a ridiculously generous package. (I'm probably never going to China).

The subjects you teach will matter, as will the popularity of the location / school.
However, yes - British schools do tend to prefer those with recent UK experience.
